It's hard when friends develop feelings for each other. Is he the type of person to just go out with girls just because he wants a girlfriend? Cause if he is then that helps explains why he is flirting with you. Maybe he wants more then a friendship but doesn't want the full comitment therefore he is scared to tell you his true feelings. Also he might want a friends with benefits relationship because he is flirting with you while he has a girlfriend. If i were you i'd ask him what he feels about you, so you can get the truth and work it out from there.
