If this were a gay guy that normally keeps to himself, I'd say go for it. On the other hand some use this kind of personality to convey an effeminate nature. I depends on if it is his thing to act this way, or if it's just with you. Hang out with him in a friendly way by yourselves doing something platonic, and introduce light physical playfulness and touching of some sort.
